Responsibilities: - As a Computer Engineer IV, I will lead the support and maintenance of the Navy's Theatre Medical Information Program (TMIP) software and Operational Medical applications for the NIWC Defense Health Readiness Engineering Support II program. My role entails:
- Serving as a Team Lead by providing oversight, guidance, and technical expertise for engineering and integration support activities related to the design, development, configuration, testing, cybersecurity, deployment, maintenance, and sustainment of the TMIP family of Operational Medical software for NIWC.
- Collaborating with Lead Government staff to develop maintenance and sustainment plans and program schedules for Operational Medical applications.
- Participating in and leading the analysis and resolution of tier 2 and 3 trouble calls.
- Leading the preparation of documentation, including system design, end-user training, and systems administration.
- Working closely with the Project Manager (PM) and other Team Leads to develop detailed project plans and provide ongoing updates.
- Identifying program risks and creating mitigation strategies.
- Coordinating with the PM to define levels of effort, schedule planning, and scope management.
- Defining and implementing software engineering processes applicable to projects.
- Attending government Integrated Product Team (IPT) meetings and other technical discussions.

To succeed in this role, candidates should have:
- Education: A Master’s or Bachelor’s degree in Computer, Electrical, or Electronics Engineering, or Mathematics with a concentration in Computer Science.
- Experience:
- At least 10 years in computer design, software development, or computer networks (or 14 years with a Bachelor's degree).
- 5 years in engineering support, systems analysis, medical systems, information assurance, web development, or engineering management, alongside Systems/Equipment support and Test and Evaluation of C4ISR requirements.
- 3 years of experience in information assurance/network protection or virtualization projects.
Preferred experience includes:
- Demonstrated experience in Cloud Service Provider environments such as NIWC Atlantic Data Center and Cloud Hosting Services (DC2HS), USMC Hybrid Cloud Services, USAF CloudOne Services, and AWS Cloud Hosting services.
- Familiarity with DevSecOps and tools like Asana and the Atlassian Suite (Confluence, Jira, Bitbucket, Bamboo).
Technical certifications such as Professional Software Engineering Master (PSEM) or Certified Software Development Professional (CSDP) are desirable, along with other vendor-specific certifications.
Additionally, candidates should possess a deep understanding of military operational medicine and theatre medical systems and demonstrate strong communication, problem-solving, and customer engagement skills.
